Depends on the follow on mission. Can you post a screenshot of what you’re seeing?

There are a couple of types of following on missions, one is a simple (almost bonus) mission that follows on from a previous mission The other type may allow you to rank up for either Feds or Imperial.

A screenshot will tell is which one you have been offered and why you cant accept it.

Most likely you've not enough rep for the faction your working for. So keep spamming missions until you get enough reputation.

A mission offered to you for successfully completing your original mission, identified by a chain symbol on the mission board, they can be any standard mission type.
You won’t be able to accept it for the usual reasons most commonly not having sufficient reputation with the provider.

Federation and Imperial rank up missions appear as follow on missions.

You need to be friendly or allied with a minor faction that supports the superpower you wish to rank with, the ranking mission should show up marked with the chain symbol and in the same place as follow up missions do on the mission board.. They appear reasonably frequently though it helps to have several minor factions at a state that they will offer the mission so that rejecting missions you find unacceptable is not too detrimental to your progress.
