Here on 21st century earth, do they let mercenary bounty hunters use the same flashing-lights on their cars as real cops?

Not in most jurisdictions, I reckon. Most jurisdictions have laws preventing the installation of police-like lights by anyone other than legitimate cops. The law wants to ensure that it's always obvious who are the real cops, and who are the jokers who just like to fly around pretending to be cops.
