One of the problems with Powerplay in my view is that CC income for exploited systems in a control system bubble always remains static ... I would offer up two suggestions to fix this and make it a bit more intriguing in gameplay:
1) Instead of BGS work just affecting whether Powers in Powerplay get half-fortification and expansion trigger bonuses.. how about making it so if a power's favored factions (ie in Winter's case, corporate factions) get in control of a system, that system's command capital (CC income) will increase for the control bubble it is in. If a majority of favoured factions get into power in 50%+1 of a bubble.. maybe a further bonus of CC. (That could also work the opposite way - if through BGS a Power's control bubble loses a majority of favoured government faction types.. the CC goes down)
2) How about having random events where populations of systems increase/decrease? Maybe a new mining spot is found somewhere suddenly. Stuff like that could also be used to affect CC income positively or negatively.
