Fortification Cost and Government Types

Hi Everyone,

Something that we've been looking at from a Winters point of view is fortification costs and their relation to government types. For out power these do not seem to be working quite as expected (ie. we're seeing a reduction in cost in some systems with a Democracy government but not from Corporate governments - which is the type we should be strong against).

Are other powers seeing system government ethos having the expected effect on fortification costs?

Apparently, this method of control works best against Co-operative, Communist and Confederate governments.
There's some logic behind them, but it's not immediately obvious and I have to think a bit (which hurts :().

Co-operative government, in my personal view, seems pretty nice and idealistic. I think that the threat of being dragged off to serve a pirate warlord and his cronies would be particularly terrifying to someone used to that idyllic lifestyle.

Confederate governments are decentralised, so maybe their citizens enjoy more personal freedom and have more to lose. Being decentralised, they might also find it harder to organise and put up resistance to the slavers.

Communists throw me here - if it's the old-school Stalinist brand, then the government itself would be highly organised and militant and the people resigned to a life of being pawns of the State anyway. I can't see how Delaine's methods would be effective against them.
But if it's the theoretical utopian communism then, like with co-ops, it might be more effective.

I'm surprised that Dictatorships don't get a Fortification cost bonus. You'd think they'd be more corrupt and willing to work with Kumo enforcers, turning a blind eye to any disappearances in return for perks and bribes.

That's what I reckon.

Do you get noticeably lower fortification costs when the control systems are flipped to those governments?
 
I believe so, yes.

Thanks. What's puzzling us at the moment is that that doesn't seem to be happening for us. Our "most effective against" government type is Corporate, but all our systems with lowered fort costs are Democracies. Not all our Democracies have the lowered fort costs though.
