Currently we are keeping Mahon in a holding pattern, where we aren't trying to prepare or expand systems. As such we will usually be preparing places like Aditi or Sothis, as they are far enough away, that we cannot win an expansion, and at the same time will use up all of the CC we have to keep us from accidentally expanding.
