Do you need to meet certain conditions to get this missions? I've never seen one.

so far I have had 2, my rep is allied and I have been in the local area for several hrs, the missions are random, so you could get them any time

To max-up your chances to get one:
1) be allied with faction you are doing missons for
2) be allied with superpower this faction belongs to

Some of the tip-off missions are bugged. Usually the bug leads you to the coordinates of a well fortified base. The coordinates you posted looked the same to me as a set I got with this problem in the Nguna system.
