FPS stuck on refresh rates of the main monitor

I noticed an FPS rendered by Steam VR to my headset (Samsung Odyssey+, or Acer VR) are getting stuck on main screen refresh rate.

I have two screens:
1) LG ultrawide with 75Hz
2) Eizo with 60 Hz

I noticed that in all games, but lets focus on Elite Dangerous, i have it tested in most.

I am running a game, i see it have 90 FPS. So it is correct. After playing awhile i see it is have only 75 FPS... but should have 90 FPS. Okay, so i am moving a game window from my LG to my Eizo and FPS is changing from 75 to 60 FPS... and back.
I tested it environment when i was sure i should have 90 FPS not less.

I can override refresh rate of my LG to 90 hz (almost, it is working but with issues), and then i have no drops to 60 Hz, because Steam VR is using a screen who have 90hz refresh rate.

But thats not a solution, or even not a workaround (i wrote, there are issues on display).

Sometimes during swapping screens an FPS is getting released and is back to 90.
In fact alt+tab or re-focus main renderer window is bringing 90 FPS back.

I tested it with reprojetion turned OFF, with vsync turned off and on, with one screen connected and two screens.
I noticed it in stable build and beta (1.2.3) build.
It can be seen both by frame generation times, in-game FPS counter, and steam fpsVR tool

It is giving also one more very annoying effect with reprojection.
For example: Screen refresh rate is 60hz.
So when game will get stuck on 60 FPS then reprojection is turned OFF, but game is not rendering 90 FPS then. it is rendering 60 FPS and have noticable lack of fluent (game is thinking its fine, then turning OFF reprojection, but its not fine)

So its connected directly to Steam VR, not WMR, and will affect all steam vr compatible headsets and apps.

My hardware:
i5 2500K
MSI game x 1080ti
16 GB RAM
1 TB SSD
Win10 64

I can reproduce issue anytime.
It may explain why users with powerful rigs are experiencing not fluent framerate. It is happeing because they are rendering in most time to 60 fps, because this is most popular screen refreshrate.

Have you tried changing the Windows Mixed Reality settings from auto to 90hz in the "Experience" options? No idea if it will make any difference, but I think it's set by default to auto.
