Why does this message keep appearing on my screen???? It appears at all times and in situations where I am not waiting for the frame shift to come on line e.g. pounding the hull of an Anaconda I get the message; very useful indeed.

It depends on which priority you have it set to in the modules screen. So when your ship has the power spare for the FSD you get the message pop up. Try changing its power priority. ( the systems screen, 2nd tab)
I believe there is a bug that reports the fact erroneously about your own ship. Now keep in mind, when you have a ship targeted, you will be informed when they start their Frame Shift Drive in preparation to jump. You may be seeing this during combat. That's your clue to get close and mass lock them so they can't escape.
That's something I thought the message to mean too (as it has nothing at all to do with my own ship). Depending on what I'm flying right then, it's ramming time
But that's not the blue triangle that appears on your display, don't you just get an audio warning when a targeted ship engages FSD?
