Follow the link above and if you're not a GOG member, Register an account + sign up for their newsletter to claim it, or login if you've done this before.
On the page, click the button to go to the offer. This will load a new page showing games on sale - at the top is a banner with a count down timer, click it to automatically scroll about halfway down the sale page. You'll then see another Total Annihilation banner and a button to get the game for free. Click the button and it'll be added to your GOG account to download from their library. (it's not Steam key)
Once claimed, Hover your mouse pointer over your account name to reveal the dropdown menu, and click 'Games' to open your games collection... or go here: https://www.gog.com/account
