So i've been trying to get my rep up with the feds for a long time by running tons of missions with their sub factions. I decided to take a break and go bounty hunting for a while. I've been doing this for two days now and upon arriving at an imperial station to turn in bounties, I discovered the empire is friendly to me. I have not done one single mission for the empire because im trying to play for the feds. The feds are still neutral to me. Im assuming maybe you get rep for turning in bounties? But even still the bounties are usually a close enough split between fed and emp that I don't think it would have made that large of a difference.
Friendly with empire? No empire missions accomplished

You indeed get positive rep for killing ships with major faction bounties on them.
I got Friendly with empire too, just from bounties and selling map data.
