No the social part of this game is from Xbox live not Frontier
I would think you should be able to with out being a friend on xbox live. If you're both in the same server either open or private group.
Yes, they can search for a ship that has multicrew active, you don't need to be friends with them however if you want someone in your private group more likely you will need to add them.
That will depend on both your social settings.
If you’re running into an issue it’s likely because someone has a age, privacy, etc preventing it so you’d probably both need to follow one another. That is not required unless something I mentioned above is blocking it.
