So a while back when I purchase horizon I was able to link my account with steam. I was able to use my frontier launcher, steam launcher and keep the same progress. So I wonder if I purchase through frontier for odyssey will I still be able to keep my progress between frontier launcher and steam?

I don't know how it works for non LEPs but I suspect it will be the same.

They'd actually gave us steam keys and linked our accounts. So the question is will they do the same this time.
I suspect the answer is that we don't know yet, but like B suggests, I imagine it will be the same as is 
At some point last year, they locked steam to steam, frontier to frontier, and then epic to epic. I suspect whatever service your current copy is locked to, is where you will need to buy the next expansion. However, I obviously don't know that for certain. It just seems the most likely outcome.
Just make it really simple. Forget about the link to steam, is your account an fdev store account? That's where you buy the update.
What you don't want is to buy on steam, where you didn't buy the original, and find you can't use it.
I originally bought ED on Steam but that was before they forced the Steam linking. I suspect that if I buy Odyssey on Steam I’ll be forced to link the account.
Currently I play without launching the Steam client at all so I ended up pre-ordering from FDEV because I don’t want to be forced to run Steam all the time.
