As @GraphiteGB points out. This is the old version of transfer which I am not even sure they are allowing right now.

Apparently the old transfer version (Credids only) + Cosmetics is available now, by request, and can be used to transfer old Console account over to a PC account.
Even if the PC account is already in use and has progress, you will get the credits value of assets added to the PC account AND all cosmetics you had on console, but as far as i know the console account will be deleted in the process and obviously any progress on the console account will get lost
