Frontier should take Cues from the Living-Breathing Epsilon Base in Homeworld

Homeworld: Deserts of Kharak has a base called Epsilon on a desert planet. The developers properly managed to make it feel alive with NPC characters walking around and vehicle traffic. The planetary bases in Elite Dangerous needs this too. Cause they currently feel lifeless. Also notice the dust trail on the vehicle's tires? ED should have that too!

I think the main reason this hasn't been done yet is because we can drive around most (or all?) bases with our SRVs.
I can see the messages now: "4000c fine gained for vehicular manslaughter".

Personally, I think the current lack of activity in ground bases makes some measure of sense - You're on an airless moons after all, you can assume most of the activity would be taking place underground or whatever.
I think surface activity will become much more important in atmospheric bases, where people wouldn't be avoiding moving around on the surface.

On airless moons and planets people would wear spacesuits and they'd be busy exploring, excavating, mining near the base. So there'd be some vehicular transportation going on.

I agree that we need more life on planet bases, however the dust trails and now tracks are all in the game, unless you refer to something else?
