Wth whenever i try to put down barriers it says its obstructed I have tried to level it with the terrain tools nothing seems to work, what I am I doing wrong.
Make sure you turn off flatten to terrain and then just don't get too close to things. Also sometimes it just bugs out and going from another direction helps. IE if you can't go from left to right, build from right to left sometimes that works. Another thing is to sometimes just get them down where the game lets you then move them after that sometimes let me get them into places it wouldn't before.
