My guess is....

When an NPC is losing a fight it engages frame shift to get the hell out of there (you get an audio warning when you have the NPC targeted), giving you a chance to target it's frame shift drive with the module with FSD interrupt secondary effect, giving you a chance to stop the NPC from escaping.
 
Its just so aggravating to have them escape, i target the FSD as soon as the scan resolves and before engaging if possible. Once those shields drop, get into position and hammer that FSD with everything you have. Apply maniacal fervor as needed, ramming them like a lunatic if their shields come back before the FSD is destroyed. If you have missiles equipped, you can also target their thrusters and unleash a barrage of explosive rage against their drives as another way to prevent their escape.
 
FSD is the first thing i target, followed by powerplant. Especially on thr bigger npc ships and in cz's where they seem to be a bit harder to kill. If you get a good hit on the power plant once it is at zero then the ship can blow quicker. best i have had is a vette which blew up with hull at 41%

Best I've got is bout 78% with federal captains in the high conflict zone. My duel beams rip into that if I have a good angle.

it works about as well as trying to spread butter kept in the fridge

target their FSD and destroy it, otherwise they will just jump out anyway.
 
NPC's don't 'flap it' like some Cmdr's do (Unfortunately!)

NPC : "Hmmmm, my FSD seems to have been disrupted..."

Cmdr : "AaaahhhhhhHHHHhhhhhHHHHhhhhhH!" (Boom)

Messing with NPC's can be fun...but messing with Cmdr's is more fun! 😋
 
Why not destroy drives instead? It's way much easier. When NPC engages FSD, their shields are usually down, and 100% of times they turn their tail at you. Drives are external, sitting right there in front of your crosshairs. They pop super fast, and NPCs can't jump with wrecked drives. Been tested time and time again, always works like a charm.

Interrupt effect is useless IMO, because even for NPC piracy it's always much easier to rob them when they can't freely move, jump or reliably shoot back, and that is easily achieved by destroying their drives.
