From bottom to top:
The thick line is your main tank Thats where your Frameshift-jump fuel comes from.
The thin line above that is the so called "reservoir", a small tank, (0.5 tons on the sidey, 1 ton on any other ship) which feeds the Powerplant and the thrusters.
It will be refilled automatically from the main tank whenever it runs empty.
The number above that is your momentary fuel usage.

You don't need to worry about the reservoir, just keep your eye on the big one.
Maybe the reservoir gauge will mean more when the refuelling drones make an appearance in the next update?

You get a verbal warning when your main tank is drained, at which point you're down to what's left in the reserve tank, so it can be a useful warning - if you're still close enough to reach somewhere you can refuel.
