Fuel management mechanic for explorers and additional gameplay

Apologies if this is a previous thread that periodically returns, and elicits groans.

With the big expedition happening I thought it would be good to implement a fuel management mechanic. Specifically for explorers this would be:
- The ability to set a max fuel level in a tank, so it only fills to x%.
- The ability to purge a % of fuel from a tank.
- The ability to 'power down' additional fuel tank(s). So you can fit extra fuel tanks but have them empty (powered down) so they don't negatively impact your jump range. But if you come across a region with no scoopable stars, you power them on, fill 'em up and off you go into the desert...

I was thinking this might be fun, additional and not OP mechanic for explorers who frequently claim they are searching for the dev love, but never seem to find...

PS - Taking this further it might enable fun tactics/gameplay such as:
- When being pursued be able to dump and ignite a load of fuel, to temporarily 'dazzle' a pursuers weapons sensors and gain a few extra seconds to wake out.
- And so the inevitable 'dazzle proof' sensors can be offered for the hard core pirate.
- 'Attack' the NPC faction/player wing fuel tanker missions, so you fight through the escorts and take out the prize.
- Timed fuel haulage missions for desperate outposts running low on gas....
- Set up a ship in your wing (even an NPC piloted one!!!), to act as a literal 'fuel tanker' for your wing whilst your hunt (or be hunted)...
