I suspect them to increase the demand for their rescue services by paying the CEOs in questions good sums for built-in mysterious scoop-failures! If I stand corrected, this may only be the first step to building a criminal system, where The Fuel Rats and the leading fuel scoop manufacturers merge into one, literally fuel-driven, empire!
