Newcomer / Intro Fuel scoop?

Nothing really. It won't get broken as easily.
For an explorer it has the only advantage that if you ship is taking heat damage, it won't need as much repairing. But repairs are cheap.
And in a combat ship, well, fuel scoop is rarely targeted as a "vital component".

IMO if you have engineering mats to spare, why not. But it doesn't really bring any noticeable advantage to your ship. :D

You get a little more shielding. The modification does not add any additional mass that I know of and so does not affect your jump-range but at top grades the mod will nearly double the module's power draw over the stock fuel scoop.
I do not engineer my fuel scoops.
