Infrastructure Failure - you're lucky to get any Hmm, look at the word rare, ponder upon what that means...
Seriously though, while you are never going to be able to fill your hold with any rare item (well maybe if you have two accounts or a carrier). Rare production, just like any other product increases or decreases depending on the system state. Help the system out and you might put it into boom and get more things.
Two possibiliies (ok, three four) that I know of:
1) deal with it
- we all did
2) help putting the system into boom. First get rid of the Infrastructure Failure. According to https://novaforce.com/guides/bgs/ , delivering food or machinery should help with that
3) wait. Like most other state, Infrastructure Failure has a limited duration
4) contact the Hutton Orbital Truckers or the Ceremonial Teabaggers. @Bottom Hat is a prominent representative. They might fill you (errm, ok - your ship's hold) up in no time

tbh, now that Odyssey is on the Horizon, I think you should be required to pick the leaves yourself.

Yep, as noted by several commanders above, system state is the key. Back when I needed to unlock Broo the system was in Investment and you could grab 23 at a time. So you can either do these four at a time, try to influence the system state as advised above, or come back later after the system state changes, whenever that may be.
I recall that when I needed cigars for Hera Tani the system was in boom and I could take 45.
When I did Lavian Brandy for Didi the system state was not good, though I forget what it was. So I enlisted the help of another commander in the group, shout out to Commander Wingnuts. We both did purchases and he dropped them so I could scoop them and in this way it all went much faster. So if you've got a few friends ask them to give you a hand.
