Came across an NPC with a Commander prefix to his name, had me scratching my head for a few seconds until the scripted messages started, he did not have a hollow icon.
FYI Commander prefix.

I've also seen one, the name was 'Commander Jase XXXXXXX' (can't remember the second part) it was more than a little confusing as i thought backer submitted names weren't allowed to use titles like that.
As pointed out above you Andy and the OP, if they have Commander it is an NPC, if it is CMDR then it is a Player, these are not interchangeable.
