Ever since I got my Oculus Quest 2, I've had problems launching SteamVR. I had the same issue using virtual desktop and oculus link. SteamVR would partially launch, get stuck on "Waiting..." launching the SteamVR Home app, and totally crash or lock up steam if I tried to quit. Also, games launched from SteamVR menu would simply not launch and get stuck on "Up Next."
This evening I rebooted my computer and noticed that Joystick Curves wouldn't launch, and displayed an error (Something about the creator's account being suspended? I didn't realize it needed internet to start up or verify itself). Noticing that the creator's website is now gone, I uninstalled the app completely.
Lo and behold, SteamVR started working again.
A quick google search revealed one or two posts where people have had the same issue:
