G4 Specialized SCB's Where are they? Were they Forgotten?

Why aren't they in the game?

Experimentals for life support and heatsinks and sensors?

-power draw on something as simple as life support can make the difference between a g4 and g5 powerplant etc. That's unfair. Where are our experimentals for game balance.
