I've been pledged to Li Yong-Rui for three weeks, and am trying to work out if there is a better way of gaining merits?
Apart from hauling 10 - somethings - every 1/2 hour? That seems a very slow haul?
 
I've found killing the appropriate PP enemy far quicker, cheaper, and more fun. 30 merits per kill, no notoriety or bounty/wanted status (Ok, you get a PP bounty, but that's different).

Just head to a nearby PP enemy control system or system they are trying to expand into and kill the right ships. As an independent...

VS Delaine steal Marked slaves (from Kumo Crew Transport Vessels) and Unmarked Military Supplies (from Unlicensed Trade Vessels)

Pick someone you dislike and go at it.

Since LYR is Sirius, I'd be surprised if I should kill Sirius ships - can somebody confirm?

Umm, I have tried killing neighboring PP security forces, but only gained bounties and no merits.

Lol, you are correct! I got that backwards. So... [see previous edited post]

As for security forces, nope, you need to go to a Powers control system or expansion system and target specific ships (see previous post). I use the ingame Powers info to select a nearby Winters system from her control list and target Federal Couriers (interdict in SC), which then attracts Federal Agents who interdict me.

You can pay to "fast track" your allotments.
It's a lot of button presses to get enough for rank 3, but that's the worst of it.

I now have damaged or destroyed some ships so now I have 50 claims "with" the power I've hurt.
Where do I hand them in?

I've tried the local space station, I've tried one of LYR's stations, and now I've tried one of that power's stations in a nearby system.
 
In Contacts, yes - but I couldn't see any buttons to make claim.
I know I am hurting the other power - I'm now being attacked by their forces in the contested system.

Odd.
It should show up there iirc.
The only other option I can think of is to try and cash them in in Lembava, the headquarters system.
Claims "with" sounds off.
Are you sure you're killing the correct ships?

I was relying on the navigation map to find LYR's controlled systems.
Using the right hand panel (on key 4), I found a system that was fully controlled, and cashed in my vouchers there.
 
If you are killing the right enemy power ships, in either one of their control systems or expansion systems, two things ship be happening. Upon killing an enemy power ship:

1. You should get a 10,000cr murder bounty. This will show in your transaction panel as a bounty claim in 'power enemy'. You do not collect this, this is the Powerplay bounty price on your ship whenever you are in that Powers territory.
2. You should get merits. These also show in the transaction tab, as Merits. It should be 30 per kill (from SC interdictions, 10 in Strike Zones). You claim these in a control system for your Power. Go to contacts and check the Power Contact tab.

Note: Just like bounty hunting, if you die before handing in your Merits, you lose them. But the PP bounty on your ship stays.

There are a couple of quick ways to double check you are killing PP enemy ships.
1. Notoriety should stay at zero.
2. The ships attacking you should Not be system authority, the should have a power specific name, like 'Federal Agent'.

This is much quicker than grinding 20 merits an hour - and more fun.

My nearest LYR base is 1 jump away from the action, good for repairs and rearming, but to trade in credits I have a five jump ... but, it is working now :)

Ok, that definetly works - but it is only 10 merits per kill, not 30 ... at least, if the kills are shared.
I was intercepted in shipping lanes once (maybe twice, no more), where I think the kill was worth 30 points, but in the resistance (?) zone kills are only 10 merits each.
