Gaining rank - Fed midshipman for ages!

Hi

Can someone please clarify how best to rank up with the Federation please?

I read on a thread the best way was to rank up by handing in bounty hunter to feds in fed stations. I do this; I farm HIREZ for bounty and I when I turn in the bounty at a fed station (says fed bounty) I notice the ranking is still a red downward pointing triangle.

I am in the area around Tun - I get a positive green arrow on my fed ranking when I turn in charity mission but everything is taking so long.

WHat is the best way to rank up with the feds? My goal is to get enough rank to unlock Sol and I would like a FAS too.

I don't mind travelling.

I unintentionally fast tracked my fed ranking by doing long range smuggling/hauling out of Robigo. Went from Petty officer to Lieutenant Commander in a couple of day's.

For Imperial rank to get the Cutter - I fly out of Tamar, doing charity and fetch missions, get a rank up on each session (a few hours)
