Gal Map system states - lies

Seeing as I've gone back to flying a combat FAS I'm now looking WAR.

2.1 added some new filters to filter systems by the state they're in - "Great" I think, so I turn on filters for Wars and Civil wars and I see plenty of systems around me in those states.

But then I actually look in those systems and see none of the factions are actually at war with each other.


What gives?
Is it because one of the factions is at war in another system? If so thats pretty dumb and useless
 
There is also the issue of how to display multiple states (or economies) on the map (e.g. I was in a system that had factions in both 'boom' and 'outbreak', yet only 'boom' showed on the map. Switching the 'boom' filter off, showed nothing.

Edit - I picked two random systems in a war state, one had two factions at war, the other had no war states between any factions. Is it possible the filters also pick up on pending states?

System states or and information on galaxy map is really often false. It show system being controlled by federation when the system were taken over by empire several months ago etc. Only system map information and stuff you see while in system are accurate the galaxy map may show right information or it may not. Anything in stats of system that can change (controlling major faction, system state etc.) can be wrong or outdated when you look at those stats on galaxy map. Has been this way since 2.1 launch for system state stats and since 1.0 launch back in 2014 for controlling faction being wrong on galaxy map.

Pretty much all the systems around Ix that are in a war state on the gal map

Ironically one of the nearby systems, Teppanik, does have a war between two low influence fed factions - but the map shows it as boom (which can be forgiven because the controlling faction is in a boom state)

I've had confusion to this too. I'm not 100% on this, but I do offer this theory: I think it only shows the state of the controlling faction. I really cherry pick my CZ's at this point. I only like fighting for major factions, and never fight against them. So I'm always crushing Independents. I'm also excluding Feds these days because I am trying to finish off my Empire rank. The last piece came to me when I was fighting in a zone where the Empire and Feds were both fighting Independents. Empire controlled the zone and controlling faction was at war. That war ended and the state went to none. However, the Fed faction was still fighting. I've been zooming around checking this out, and it seems to be holding up.
So, Theory: You only see the state of the systems controlling minor faction.
