When you look at the galaxy map its just one large open expanse and it looks frightening, lonely. massive and unstructured. Players need some sort of visible structure in it that aren't hidden away in the filter settings. They need to know where the action is going on, where to head to, where to avoid, where to go for excitement.
I think what would help a lot is if Frontier added some new boundary graphics into the galaxy map to show the area of the present domains and perhaps the area of known settled space. I think that might encourage more people to congregate in settled regions. The Beta around Eranin worked quite well - the close space prompted lots of players in the same areas. Now we have a whole galaxy to explore there just aren't the interactions we need in the game. People need to know where the areas of interest and excitement are.
Also these 'background coloured clouds' of settled space/empires boundaries could also be used to depict areas of restricted access, maybe areas of war, areas of blockades due to something interesting going on etc etc. It would define the galaxy a bit.
I know interesting systems are mentioned in the news items but these will get lost after a few weeks, and these interesting things should be going on for months not just a few days. You don't want to go trawling through old news for a single system to visit and then having to look it up in the search function. You want to see it on the map.
So that's what I suggest - much like present world boundaries depict countries and protected habitats etc, the galaxy map needs some structure to it and this structure should be changing to suit ongoing developments. It should show systems being fought over, systems in danger of swapping allegiance, and systems where you can go to kill pirates. All of this should be shown in an overlay. Its needs to be far more visible than the rather terrible set of filters we have at the moment that are practically useless. I bet half the players don't even know they can filter the stars to show allegiances.
