Galaxy Map Civilisation Filter

I'm heading out to grind materials for the Guardian Shard Cannon. I open up the galaxy map, and use the civilisation filter. Nothing. OK, it's been a while, I seem to recall that you have to be close for the filters to work. I mean, space is big. Really big. So I find a bookmark that seems round about where I seem to recall Guardian space being. I head over in the hope that will have some Guardian Structures there, no luck it's just ancient ruins. I open up the map again and sure enough the system I am has a nice blue dot to show that it's a Guardian civilisation. I look around again, nothing, zilch, zip, nada. I've been to Guardian structures before, I've done the grind so I do a quick check and look on visited systems. Sure enough dozens of systems appear on the map, not all of which of course will be Guardian systems as some will be just systems I have used to travel to Guardian system by. But ONE of these must be a Guardian civilisation system. So is this just as broken as I suspect it to be? Or am I just being really stupid and missing the obvious?
