Galaxy map - how to move freely?

I've seen others navigate the galaxy map untethered to their ship's location. I can't find the option that lets me select destinations beyond the bubble of systems around me. Am I limited by sensor range? How do I move the cursor freely about the galaxy map? Super-noob question, apologies.

On PC? WASD to move around, R /F for up/down & mouse to rotate, mouse wheel to zoom. Have a look in the control mapping.
