Hello everyone. Is there an official database of all systems and their coordinates in the galaxy?

Nothing official. Some good starters for third party information about the galaxy based on information collected by participating CMDRs are EDSM, Inara and EDAstro.

Yes indeed, and if it's a dump of "all" systems the OP is after, Spansh is the better option right now from what I can see. (But @yasto - do be aware that all of the community data is incomplete, because not all players run helper apps which share their data to e.g. EDDN.)
I recently checked the Spansh and EDSM system dump files, and the Spansh dump had roughly twice as many systems in it (~150M), which puzzled me because I had expected them to be pretty close to identical.

Are there any other independent sources of system data available as dumps?
