Galaxy wide bounty

Has this always been a thing, or is this part of the new C&P system? I have a galaxy wide bounty of over $900k but rarely play in open, outside of CGs, and my engagement with PVP typically consists of running away. I've never actually killed another CMDR that didn't attack me first, and on those rare occasions (may have happened once or twice, I'm not even sure) I am pretty sure that I was in a wing.

The only thing I can think of is on one occasion where I was in a wing at a HazRes for a CG, and we were attacked by another wing. There were other CMDRs about that were not in our wing but friendly, and it is possible that someone in our wing attacked on of those ships in the confusion, which would have flagged that ship as hostile on my radar and it would have ultimately been destroyed along with the other hostile ships.

Again, I'm not sure and don't recall having seen a notification on my screen that I had picked up a wanted status or galaxy wide bounty. It has no expiration date, so I assume that it was for the crime of murdering another CMDR, but since I rarely play in open and may have only killed another CMDR once or twice (again, would have to have been in a wing because I've never killed anyone one on one) I'm not sure what to make of this.
 
I'm quite fuzzy on the mechanics of player fines and bounties as they are rather vague and not well explained in game, so easy to forget after they vanish from the transaction tab, due to the huge number of systems in game.
I got a big surprise the first time I encountered one of the Galactic contact places that allows you to cash in bounties or pay fines for anyone. I had something like an accumulated 8m combined bounty, which was a big surprise as I think I have killed something like two police ships total in the whole time I have played and I never engage in PvP unless I can help it.
 
That's the other odd thing, is that this isn't something that I can settle with the interstellar contacts.

You can never pay off bounties, active or dormant.

When a bounty expires and disappears from your transactions tab, it becomes a legacy fine, and they can be paid off, either in the jurisdiction where you had the bounty, or at Interstellar Factors.
 
Galaxy-wide bounties have always been a thing - it just represents the total bounty on you from all jurisdictions, including Pilot's Federation bounty.

To get 900k, you've either been massacreing NPCs somewhere where it's naughty to massacre them, or you've been caught with a lot of something naughty in your hold.

Either way, it's not the end of the world. I really don't understand players who end up moving systems or even not playing the game until it expires... the bounty presents a minor inconvenience that is easy to counter as long as you stay sharp and watch for scans!
