Welp, now I need to get that permit and see if anything's going on there... but I'm working this weekend :(

Indeed that seems to be the case, yes. Inara as well as the wiki list it as unobtainable, hence my assumption this is an exit strategy in case of a biowaste meets fan situation. The permit prevents large scale invasion via normal ways and if the Feds somehow still find a way to get a small team in there that private army can take care of those. That is of course under the assumption that the Fed Navy is bound by the same rules as CMDRs regarding permits. But it's also a neat way of ensuring that HIP 54530 stays just the way it is supposed to for story purposes.
 
Anyone who has been following Hutton Orbital News for the last few months will know that our view on Rochester is a dim one, especially after tales of attempting to take over Lakon (HOOT - Hands Off Our Trucks).

So, he's run off to a permit locked system. Who does Rochester think he is? The Dark Wheel? The Thargoids?

There is a way but it is a little slow. Find a generation ship and mate it’s drive system to a FC and go in in normal space from the closest star

I've kept tabs on the permit locked systems for some time and there is no way of getting into that system. Apparently there was years ago since inara has an update for it that's many years old now. Presumably they are going to find a way to unlock it for us. Personnally I think it would be interesting if they did something similar to what they were supposed to do with the cone sector incident. The system remains locked to everyone so they have to circumvent it by having everyone dock on a mega ship to manually ferry everyone over.
