Nice to hear a Utopian say it. Antal's Utopian ethos sounds quite appeaing... until you get to the part about correcting dissenters and forbidding other points of view... then it begins to sound, well, creepy and cult-like. But as you say, Utopians need not be that way. Commanders have a lot of power to shape the direction the Power's ethos goes, and forge diplomatic relations accordingly (I've seen some extraordinary interactions between player groups recently that go completely against the FD lore for their leaders, for example).
