It depends on the carrier. A lot of people turn off all of their modules to save money. Others will only allow allies or fellow clan members to use the facilities. You have to read the full description of the carrier when you target it and it will tell you which services are available and to whom.
Well, again, it depends on the carrier. They are all player owned, so they don't have all the same amenities.
When you buy a carrier it doesn't come with anything, really. You have to buy modules so you can repair, equip, refuel, have a market, etc. Plus you have to have them all turned on to work and a lot of guys shut them down unless they themselves are using them to save money on the monthly upkeep. You could be just having bad luck.
I tend to never try to sell anything to a carrier. I use bases only because the carriers are so unpredictable in what they may or may not have available. I use them for emergencies only to refuel or repair and that's it.
At what point in the process are you having difficulty?
Can you dock with the carrier?
Can you access the Commodity Market?
Is the commodity you want to sell listed in the Sell market and how much are they willing to buy?
That. Total brain fade on my part that I didn't mention that.
The OP was rather vague so trying to narrow it down...hopefully they respond again...or maybe their issue is already solved...

IIRC that only applies when buying stuff from a carrier, but I may be incorrect.
