Game crashes when I change window type to fullscreen

When I played a year ago, everything was ok (without horizons), but now ED:Horizons starts in window and when I change mode to fullscreen (no matter how: in setting menu, during the game or pressing alt+enter at boot time) picture changes and freezes and after couple seconds crashes with window about send crash report.

I'm reinstalling full game (through steam).
When I try to change DisplaySettings.xml (resolution and fullscreen 1) game window blinked and immediately turns off without crash.

Playing on laptop with switchable graphic (everything was ok year ago).
Drivers is up to date but have some problems with windows 10 1809 (other games runs correctly: dota 2, minecraft, kerbal space program, black desert thats all what a played on this OS)
 
You haven't said what GPU you have, but if it's nVidia I'd suggest reinstall the drivers, but choose a clean install, so it removes the possibility of any customised options that are legacy. If you using the laptop's built-in Intel GPU, then sometimes the accompanying display utility that comes with it (I can't remember the name of it- Intel Display something) might be causing a problem, you could find it in the Taskbar, right-click and see if you can choose Exit.

I think any of us with Windows 10 ends up with upgrades from previous builds that can cause issues, I feel your pain but I tend to reinstall Windows 10 from scratch every couple of years just to reduce the amount of bloat on my system!

I'm using AMD Radeon HD 7420G and 8750M.
I'm not reinstall windows because waiting new 19H2 version for clean install. (dont know how long to wait, but google say september)
