Are there a lot less NPC in/around stations recently, everywhere seem deserted? Could this be one of the game optimisation strategies being implemented?

To be fair, we don't know what the OP is looking at (?).
Are you used to seeing more traffic around a specific set of systems? If so, it could be BGS. I.e., more traffic around a boom state and less traffic around a neutral state/ any declining states.
