I logged into the game today and noticed it stated that horizons was required for the engineers, I have the DLC, can you help?

I'm on xbox that's not an issue on the console
Try deleting the game save data, then reset mac address. That should sort it guys.

I have same issue on xbox 1 same platform as yours I have 2 accounts main account shows up horizons all the time 2nd one doesn't. I have to log in main account first then quit log in on 2nd account quit and log out again then log in again and it works on 2nd account I think it's a bug as never have problems on primary account always secondary account . Only explanation I can think of is it worked ok on my old xbox but since I upgraded too x box 1 x that's when the fun started .
Have you set your new Xbox up as your home Xbox?
That would be why you have to log in to your main account first...
I had this happen a few weeks back, I was in the middle of a trip to the core and I was about to land on a planet only to discover I couldn't and ultimately discover that I didn't seem to have Horizons. I reset my console with no success and then a Google search brought up several topics that seemed to suggest a reinstall was the solution. It worked for me but possibly there's something easier.
So it sounds like what happened a few years back on X1 it was sometging to do with the cache data wasnt reseting its self for some reason. Clear the cache an it usually works
