Hard to say...

Scaule YA-D d13-108 for example has 17 Gas Giants.

Looks like the record is 25 gas giants, in "Phleedgoea MY-R e4-365".

Code:
mysql> select systems.name,count(*) from systems,planets where systemId=edsm_id and subType like '%giant%' and planets.deletionState=0 group by systemId having count(*)>10 order by count(*) desc limit 20;

It also looks like we only know of 33 systems with 20+ gas giants. If you can find one with anything in the 20s, it's well into the "less than one in a million" category.

In fact, it also looks like only 223 systems have 17+ gas giants. That's 223 out of 49,241,850 systems in the data, so 0.00045%... which is like 4.5% of one percent of one percent. So pretty darn rare!

Here are the ones with 20+:

Code:
mysql> select systems.name,count(*) from systems,planets where systemId=edsm_id and subType like '%giant%' and planets.deletionState=0 group by systemId having count(*)>=20 order by count(*) desc;

How many with 16 gas giants?

The top 3 stars are all Herbig AeBe stars, and I'd wager most of the rest on Orvidius' list above are Herbigs too. So that seems to be your best bet as a go-to star-type for large numbers of gas giants.
