Powerplay General PP Noob Questions

I just recently joined LYR as I would like the wolf pack missiles and this is my first foray into powerplay so I have some general questions. I'm sure I could look these up but I figured it would be easier to just ask them all in one spot and hear from the experts here.

1. How many merits are deducted each week? Is it a percentage?

2. I joined middle of the week. When I hit 4 weeks, will immediately have access to the module if I'm currently rank 3 or will I have to wait for the next cycle?

3. If I'm in a hostile region but have no PP bounty on me, how often will I be attacked by an NPC? I'm usually in mobius so not too concerned with pvp at the moment.

4. Do any powers have allies, like are the fed powers friendly with each other or is it just all out war, every man/woman for themselves?

1- Yes, a percentage. 50%, to be exact.

2- You will have to wait for the week to cycle I believe but I'm not totally certain there.

3- You will not be attacked by PP forces unless carrying merits, expansion/fortification/prep materials or indeed, having a PP bounty on your head. (Still annoyed that's not working properly.) Interdictions may occur but no actual combat will happen.

4- Imperial Powers attacking Imperial powers is treason, traitors will be punished by having their merits reduced, same goes for Fed on Fed. That is the extent of official stuff but players have formed treaties and such with their groups. The two main sides are Zyada (Zemina, Yuri, Asling, Denton and Arissa) and The Feds and Archon Delane. LYR is generally neutral unless I'm mistaken.

I gave up power play a long time ago; because I was being attacked by ships from every other power other than my own. No matter who's system space I was in. I was pledged to the Smurf princess and was pulled and fired upon by Imps and Feds alike. I did not have to be carrying anything; it seem (at the time) that just being pledged, was enough to become a target. I also found, that I could not fire back , without becoming wanted. It was a nightmare and so I quit power play.

Has this changed to what you have said in your 4th point?

2. If you are rank three when you hit the time requirement, you receive access. You do not need to wait for the cycle tick.
3. If you aren't holding merits, a powerplay bounty, or carrying powerplay cargo, you should be generally left alone.
4. As mentioned, it's Feds and Kumo vs. Empire and Grom (ZYADA). Everyone else is generally neutral. If you're in Sirius, they probably will not want you attacking anyone. If you're in the Empire, they won't want you attacking anyone but the Feds or the pirates. Best option is to connect with your power's community and simply follow their objectives. You'll find a link to the Sirius discord on their subreddit.
