Generation Ships - The Missing?

If I understand correctly, Generation Ships are using sub-lightspeed tech. Which means that they can be no more than ~500ly from their starting point. This is quite a small bubble, given how many CMDRs there are in that space. So why haven't we found any of them yet? I'm assuming this is an indication that they're not actually in the game yet? Or am I missing something? A 500ly bubble is bigger than I'm making out here, but with Advanced discovery scanners capable of pinging whole systems in a second, I think the tech should be available to make finding them a relatively simple task.

That said, at least one is supposed to be orbiting Slough in the Vesper-M4 system (as per Mostly Harmless)

We were told that this was a new story that would be developing over time with this season. So far, I've only seen one forum thread that was stickied for a few months, and the system description from SharkBiscuit's link.
 
If there are fleets of generation ships using sublight drives out there (and that's something I personally doubt; the timeline just doesn't support it), then at any given time, most of them will be out there in deep interstellar space between the stars. Since the FSD-hyperdrive requires at least a Y-class-dwarf-star-sized mass to lock on to, we can never go out there and find one - we have to wait for one of them to turn up in a star system. They'd be moving pretty fast - at 2/3 lightspeed a ship could cross the solar system in a week - so the probability of actually finding one as it flashes through a star system is quite remote. Especially as no-one seems to know in advance where these things are likely to turn up.
