I don't think it was meant to be, like mentioned in the other thread it was probably an error in the code for the cg global reward

Yesterday I sold all my ships, kept only my dear Cobra. Raced into LFT 37 and bought and outfitted brand new discounted Cutter, Clipper and Python. Unfortunately no Asp for sale, had to get it back elsewhere. Outfitting at the station is not excellent, you may have to get some of the parts in another system. But its completely worthwhile, huge discount on ships and parts, and of course much lower rebuys.

Just a heads up, if you're using taxi haulers or adders or any other small ship to get all your precious new ships into your "home" system, watch out when entering the station as there's a constant stream of extremely heavy ships like Clippers and Cutters boosting out of the station and you will be squashed.
