Is there something I'm doing wrong in these situations that make me get a bounty? Please msg me if there is I'm losing so much from having to re-buy my ship 
Getting a bounty from shooting a guy with a bounty that has already been shot by other people

You first have to target them and let your ship do a default scan until you get their info (faction, wanted status, shield/hull strength). Until it actually says they're wanted it's still considered assault
Actually not true, the red wanted text shows up as soon as you target, it's not part of the scanned information for some reason. But yes you're right you do have to wait for the scan to complete before firing.
