Getting a bounty in an anarchy system?

I have just started settlement raiding for materials. Every video I have seen says you dont get fines in Anarchy systems. So, Why do I get fines anyway? Why do I get a 1k credit bounty every time a take someone down? No Alarms. I snipe and the victim falls unnoticed. Malgariji, security lvl Anarchy, government, Anarchy. State, Terrorist attack.
No point to being a sniper if you are getting fined for a kill no one knows you made. I am new to the raiding thing so this confuses me. I tried a different system and had the same result.
 
Every station (and a few non-stations) generates its own jurisdiction - 100km radius for surface stations, 1000km radius for orbital ones - and within that radius, the station owner's law (or lack of it, for Anarchy factions) applies.

One of the stations (in pre-Colonisation systems, usually the largest; in newly-colonised systems whichever was added first) is special and determines the law which applies in all the bits of the system which are outside any station jurisdiction radius. It's the government of this station which shows up on the galaxy map as in control.

Thank you for the breakdown. I have not played much in recent years and so the learning curve includes all that has changed since just after odyssey.

How do you know which ones are Anachy? I am choosing everything that says anarchy and used INARA search as well putting in anarchy in every search field it is available. It is returning results for the settlements I am going to yet I still get a fine. Just at random I should get an actual anarchy eventually. Eventually I am going to have to go hit the ones I am seeing in the videos. It shouldnt be this difficult to find one.

The faction that owns the asset determines the jurisdiction. If the settlement is owned by an anarchy government it is "lawless". It's always worked that way, even before Ody.
Yeah I think I am just over complicating it. I'll get it. A lot of the settlements are offline when I get to them.. everyone dead.
 
Check the faction state. Usually Civil Unrest is the one that leaves dead bodies and burning buildings, there may be others that do that as well. Infrastructure Failure, Outbreak and some others leave empty offline settlements.

Inara is unreliable for this, because Odyssey settlements can change hands on a very regular basis, but it can only update if someone sending data to it happens to dock there.(Likewise any video over a week old might have the same issues)

Your best option is probably to find a system with lots (50+?) settlements in it, then check in game which ones are owned by the local Anarchy faction.
  • find what the local Anarchy faction is called from the right-hand Status panel in flight
  • use the "Odyssey settlements" list in the system map to look for and target settlements owned by that faction
