Engineers Getting bounty from NPC for ... Absolut no reason ???

I am facing a problem with 2.1 with NPC putting bounty on my head and attacking few seconds after they put the bounty...
I am not in the PP, dont have any other bounty, dont have even fines, I was doing scan on wakes when this happen, so maybe this type of activity ( that is required to get data for engs ) make NPC angry somehow ?
Do anyone else are getting into this problem ?
I dont know if this is a bug or new game behavior, but if the NPCs can put bounty you should be able to do it as well...

I'm seeing something else - I've got Allied with Federation. In RES an Alliance Enforcer is "Clean" and starts murdering me (thanks to an insane AI) - and if I fire back - I get a WANTED bounty - and the Feds move in for the kill! As if the AI wasn't tough enough - I get fired at and I can't fire back! Kinda annoying!

An friend just confirmed, clean NPCs start to shot you for no reason, and get no bounty... Must be a bug.

Its happening constantly to me! Am Federation Alied - Alliance Enforces ALWAYS spawn first and start taking shots at me. Feds don't do anything - I can't shoot back since they are clean! RES effectively locked out for me!

Frontier is currently investigating, this is what I found out :

- You get bounty from unknown random reason from NPCs, even if you are not in any PP or didnt kill any wanted ships. Those bounties sometimes are from far away systems that you never visit.
- Your stanting with a faction is decreased when you kill a wanted ship.
- Bounties on your head are not being show correctly in your transactions screen, sometimes its not even showing anything at all.
- Clean NPCs atacking you in Res sites because bounties from another systems.
- You get hard time to dock into an station if you have low standing with it.
- Messages saying you become Hosted in an faction but you see that your standing is ok like alied.

- Other PP bugs and changes, can someone please point out ? I am not in PP but I am seeing people complaining about changes and bugs as well.
