Engineers getting frustrated

why in the hell cant i find specialised legacy firmware when its most common trying everywhere cant find anyone got ideas on where to find it ?
 
If my memory serves me, you can get them via mission rewards or by scanning planet bases. They're a pain in the backside to get hold of.
 
Go to San Tu

there is a science installation with satalites. Scan those.
you can go back to SC and drop again and keep scanning.
 
Quince planetary scan missions, stack em up and make sure you scan all datapoints before you leave (more than one will be active per datapoint due to all the missions). You will literally be throwing them away in 2 runs you'll have so many

Earth-like planets usually spawn Encoded Signal Sources. Try supercruising (for example Earth) literally at idle and stay around 10mm from the planet. If you're lucky, you'll find a satellite inside the Encoded SS. It usually takes a few tries to get the data you're looking for, but eventually you'll find what you need. Good luck!
