Getting shot for not apparent reason at outposts

What am I doing wroing ? I pick up a mission where I have to pick up an object from someone , I enter the settlement and nothing happens for some time, then I get shot by everybody for no reason at all, no wanted level or illegal items on me

Did you stand still every time a guard wanted to scan you? They can be very twitchy.

I once got shot for walking slowly towards a guard that wanted to scan me. Or maybe there was another guard behind me who thought I was walking away. Anyhoo, twitchy.

yeahh I wish devs corrected this, we should get fined the first time, then shot if we refuse to get scanned, also guards should scan u once, not every guard u encounter, every annoying

Yeah, I hadn't done anything naughty, wasn't holding a weapon and had shields down, it caught me completely by surprise when the guard suddenly shot me in the face. I didn't realise ambling closer to facilitate the scan could trigger them, I thought they'd only go crazy if you tried to draw a weapon or run away. Live and learn I guess. Well, critically injured and learn to be precise.

They did, when they replaced the little popup in the corner with GIANT RED TEXT across the centre of your view telling you to hold still.
And the audio - but other than giant red text and a shouted warning to stay still what have the Romans ever done for us?

(Oh, and OP - it's a Settlement. Outposts are smol platforms in space, and you won't get shot wherever you wander on an Outpost (Y) )

I can think of five and a half things why they start shooting at you:

  • you didn't stop for a scan as you were told to
  • you entered a restricted area and didn't leave when told to. You get one free pass once and one of the red icons around your scanner lights up, I don't remember which one.
  • you are running around with your gun out and didn't stow it when told to. Settlements are generally no weapons zones. Again, you get one free pass and one of the icons around the scanner lights up. Might be the same icon as the tresspassing, I can't recall right now.
  • you are carrying illegal items. This includes stolen items, illegal mission items or E-Breaches in non-anarchy settlements. If you carry illegal items, one of the red icons around your scanner lights up.
  • you are carrying a stolen access profile and get scanned. If you cloned a profile and are targeted for a scan, drop it.
  • the half thing: I think NPCs get hostile when they see you looting. I don't remember if that is restricted to things that are marked as "stealing" when you look at them, or generally. Thinks that read "steal" on the pickup prompt will be marked as contraband and light up one of the red icons around your scanner that you are carrying illegal, or in this case stolen, items.

The ongoing theme is: Pay attention to your status icons next to the scanner. If one of them is red except the temperature warning one, you're in trouble if you get scanned, or if you are caught trespassing or violating the no weapons zone a second time.

Sometimes the ship puts E-Breaches in your backpack, and that can screw you. That is a known issue. Check that your backpack inventory is clean before entering a settlement.

yeahh, I started playing those missions yesterday, maybe they were scanning me and yes I had ebreach on me :p
they are fine in anarchy settlements, everywhere else they are illegal. So yeah, you didn't get shot "for no reason" 😝 . Trust me, you will die many times more. There are a lot of little mistakes you will have to learn to not do again ;).

Seriously, the red icons around your scanner are your friend :).

Actually, anarchy guards will turn hostile if they catch you with one, you just won't get a fine/bounty for it.

It's communists who literally don't care what's in your backpack as long as it's not marked stolen.

Right, didn't know that (y) . I rarely carry E-Breaches, and usually shoot NPCs in the face if they insist on scanning me. In any case, the illegal item icon should show if you are in trouble.

As far as I can tell it's the root of the "e-breaches showing up in your inventory" bug - at first it seemed like it was random, but turns out it's consistent and reproducable and specifically happens if you last boarded your ship in a communist jurisdiction.

One course of action would be to kill everyone in the settlement apart from your target. You could carry as much contraband as you like then. Of course, this methodology has downsides all of its own.

Only if you don't set of the alarms. Once the alarms go off the mission target just goes hostile. Only option is to leave the base and come back.
