Getting Wanted/Bounties during Restore missions?!

I just picked up a few of these in the same system today. This happened twice on two different missions.

When I land I get attacked by people, no big deal, I've done 6 of these already and this happens. But what surprised me as I mowed the people attacking me down is I started to get Bounties for Murder.

How are you supposed to complete these missions if this happens?

So now I have a bounty, which I go and turn myself in and pay. When I respawn I don't have the power thingy anymore, so now the mission is failed.

1. Turn in any missions prior to clearing your name you'll still have access to do that even wanted.
2. That sounds like your systems has been infected with powerplay. Those bounties should probably be powerplay defence force. You'll likely need to scan people before you shoot them and check the mini map. Red dot weapons free, green dot hold fire. Many reactivate missions you can simply ignore the people so just go activate the site and see if you're actually told to shoot people or not. If so silent weapons and rooftop hunting to sneak around removing the scavs but not the powerplay popos.

If you need a new power regulator just go borrow one from any active settlement. Small extraction settlements are the easiest. The alarm console is inside the reactor core and there's an easy ID scan through the second floor window.

I'd suggest undermining the system but that's not really a viable option so if you'd like to do ground stuff you might consider leaving the powerplay systems to remove the bonus NPCs.

Which is fine. Just gun everyone down. Finish the mission as normal. Fly back hand in the mission on foot. Then after you've handed in your missions clear the bounty and unstuck yourself back from prison to your ship. For the foreseeable future you'll just have to deal with bonus guards in powerplay systems as it seems unlikely that PP is going to get any major polish. Anarchy settlements or just clear the fines when you want more missions.

If you're not in a powerplay system then sorry no idea.

Consider landing further away and driving or walking in to the base.

Red, at least in ships, means hostile towards you that doesn’t necessarily mean they are wanted baddies.
