"Ghost" animals- appear to be in zoo but are not really there

I have been having this issue in a franchise zoo that breeds only red foxes. Occasionally, I will notice that a pair of foxes has reached the age of 7 or 8 and never reproduced. If I click on the animals in the Zoo tab to locate them, one of them will locate at some random point on the map outside my zoo. If I click on the habitat gate for that animal, it will record the animal as being present. If I send the problem animal to the Trade Center, the animal will appear as normal in the Trade Center. If I move the animal to the same or a new enclosure, a worker will deliver a box- which is empty. There does not seem to be any way to recover the animal.

Has anyone else seen this? If so, please add to the Issue Tracker.

I had this happen with European badgers when they first came out, and found that it was a problem with the burrows. So if you have burrows in the habitats, you may want to move the animals to the trade center, and then remove all the burrows to see if that helps. (You may want to wait a few minutes after the burrows have been removed before trying to place the animals in the habitat again, just to give them time for their location memory to reset).

Not sure it the same thing is happening to you, but it might be worth a try.

Just had it happen again and checked the enclosure- it didn't have a burrow. :(
