Global rewards aren't always part of a CG.

In some cases, the CG may unlock a ship or module discount for a specified time, or provide some other reward besides the cash payout. Those are referred to as the 'global reward', because everyone is eligible to receive it, regardless of where they rank in participation.

One had a reward of Diamondback Explorers being 20% cheaper in Wolf 406. Everyone gets the global rewards even if they were at Beagle Point whilst it happened as global usually refers to the lasting effect of the CG on the galaxy. Note: Not all the effects of CGs are fully explained here. Some CGs affect the storyline but we don't know how/what until they finish.

For instance the Halloween one just finished. It still just says +awards ... it does not say what it is... how long usually before you find out? Ive just never done a CG before. Trying my hand at the thargs now but not wanting to go at it alone so just rescuing things

It's Frontier's awful 'players shape the galaxy' mechanic. The idea is that you get different stuff for reaching different tiers. For example you could get an anti xeno weapon, but you'll only get the basic size 1 version if you reach tier 1. Tier 8 would give you a huge gimballed weapon instead... Now the problem is that they never tell us what these rewards are so we never know if we actually shaped the galaxy or not which is basically the same like the whole thing not happening at all... Not sure if that makes any sense but neither do the community goals, I hope you get the idea.
 
OP, if you're asking about a finished CG - if there was a global reward it would be stated on the CG summary page. Most CGs simply don't have any global rewards, but I believe some text about them is still present which is confusing.

For CGs in progress you can see global rewards for the current tier but there is no way to know what the global rewards would be for higher tiers.
 
"Global rewards" are rewards that every player in the galaxy receives, or can access. They are usually stated or implied in the text establishing the CG which you read on Galnet or when you sign up for it. Example: "Faction XxX wishes to complete their terraforming project on Myxylplyx 3". The "global reward", in this case, will be the transformation of the space station orbiting Myxylplyx 3 from a "Terraforming" economy to an "Agricultural" one, and everyone, whether they took part in the CG or not, will be able to go there and buy food and sell tractors and fertilizer there. A CG stating "We wish to commence exports of a new rare commodity, Sapyx Mud" will have as the "global reward" a new Rare Good, called Sapyx Mud, available for sale at that station and anyone, whether they participated in the CG or not, can buy that Rare Good there.

Global rewards are not usually implemented straight away - they usually have to wait until the next Thursday server update, or even for the next downloaded update for major changes such as constructing a new space station.

Not every CG has these Global Rewards. The recent Halloween CGs, for example (both the trade and bounty-hunter CGs) had no global rewards - the faction hosting the CG just wanted to throw a big party.

And sometimes, as others have stated above and seem bitter about, the Global Rewards are obscure. I seem to recall there was a CG a few months ago where an anarchy faction wanted stuff smuggled. Smuggling CGs are rarely popular and few people supported this random Indie anarchy faction, so not many people participated and the CG didn't reach anywhere near max tier. Turned out, the (secret) global rewards were for the introduction of cool new weapons, and the failure to reach max tier meant the Large variety of the weapon was withheld from sale.

REWARDS

Your contribution towards the CG will not only progress and unlock higher rewards as a whole, but also determine what level of rewards you will be eligible for at the end. If a minimum target is not met then no rewards will be given. The reward bracket you end up in based on your contribution can vary, but will roughly follow a TOP 10%/25%/50%/75%/100% structure or similar. Sometimes the largest rewards will be offered to individual CMDRs who contribute the most, this can be any number from the Top 10 CMDRs through to a single player. The rewards amounts are not always known from the beginning and will only be displayed on meeting a tier's target.
Crew members do not gain a percentage of rewards paid out.
To claim your reward after the completion of the CG go to the bulletin board of the station where the CG was being hosted and click on complete. Credit rewards are available immediately afterwards, but some players have reported a delay so wait a few minutes. If you don't collect your reward it will be automatically paid to your account in 2 weeks, no matter where you are at that point.
Any rewards claimed do not count towards progress through your Elite ranks, although activities done for the CG (I.e. Handing in exploration data, bounty vouchers, etc. count as normal.)
Some CGs will also have global rewards also and work slightly different to normal rewards. Global rewards are things that affect the game for all players regardless of contribution or if they have even signed up at all. The level of the global reward is determined by the tier met and can be anything from limited time discounts on ships/commodities, new rare goods created or can be something that develops an ongoing storyline such as cures for diseases, discovering terrorist cells or defeating enemies. Global rewards are not automatically applied and need to be done so manually and can takes hours or days to be available.
EXAMPLE of a Global Reward:

Tier 3 achieved = "A TOTAL OF 3 REFUELING STATION WILL BE CONTRUCTED BETWEEN HUMAN SPACE AND THE COLONIA NEBULA"
...
In the above example a Refueling Station was added for every Tier achieved...
Tier 1 = 1 Refueling Station,
Tier 2 = 2 Refueling Stations,
Tier 3 = 3 Refueling Stations ect...
 
To put it simply, the text 'plus global rewards' is standard and appears on every CG. It should really say 'plus any global rewards which are mentioned in the CG description'.

Not every CG actually has global rewards.
 
Never, which is the whole joke.

This is patently false. For tier-linked global rewards, the CG text doesn't specifically state what the specific reward at each specific tier will be at the start of the CG and I agree that it should do. The one to unlock Palin's corrosion resistant racks being a case in point - nobody knows to this day whether we would have unlocked larger ones at the top tier because the CG didn't reach the top tier.

However the CG screen does tell you at each tier whether a global reward has been unlocked when that tier has actually been reached and if so, what it is.

I'm all for valid criticism. Not so much a fan of telling people things that aren't true which might affect their interest in getting involved in aspects of the game, particularly when that aspect is one where overall success depends on people getting involved.
